The Energy Company Obligation (ECO) Help to Heat flexible Eligibility, commonly referred to as LA Flex, is an integral component of the ECO4 programme. The scheme allows energy suppliers to fulfil up to 25% of their ECO Affordable Warmth obligations by financing energy-saving installations in households deemed eligible by local authorities. Specifically, Eco-home Network collaborates with certified installers and local governments to focus on privately owned households not receiving any benefits.

Understanding the Energy Company Obligation (ECO)

The Energy Company Obligation is a UK government-backed initiative aimed at reducing carbon emissions and improving the energy efficiency of homes. With a specific focus on low-income families and those at risk of fuel poverty, the ECO programme, currently in its fourth iteration (ECO4), aims to uplift as many households as possible to an Energy Performance Certificate (EPC) Band C rating by 2035.

LA Flex Eligibility Criteria

The criteria for LA Flex vary from those of the broader ECO4 initiative. While ECO4 is principally targeted at homes with substantial energy expenses, LA Flex expands the net to include:

  • Households with an annual income of less than £31,000.
  • Households with a child eligible for free school meals.
  • Individuals are vulnerable to cold.
  • Homes with an EPC rating of E, F, or G.
  • Referrals from the NHS or other local authorities.

Applicants must satisfy at least one of the listed criteria to qualify for LA Flex. During the application process, various forms of evidence, such as wage slips, energy bills, or a medical note from a physician, may be required.
